Interregional Academy of Personnel Management(MAUP) was founded in 1989 in the capital of Ukraine, the city of Kyiv, as a non-state higher educational and scientific institution. Academic Lyceum

Member of the UNESCO Associated Schools Project. Training is conducted according to modern original methods using business games, computer testing in academic disciplines, and trainings. Upon admission, students undergo computer testing in the Ukrainian language and literature, mathematical logic, foreign language(optionally).

Graduates of the IAPM Lyceum receive a state-recognized certificate of complete general secondary education and an IAPM diploma of initial pre-professional training. Lyceum graduates are enrolled in IAPM without entrance exams at a discount in tuition fees.

Lyceum students are provided with information by the International Library and Information Center named after Yaroslav the Wise.

A counseling center for psychological assistance to students and parents has been established. Recruitment to the Lyceum is conducted with the participation of a psychologist.

Technical schools at IAPM

Education in technical schools is carried out on the basis of 9 and 11 grades. During the first school year students study the program high school, from the second year - master the chosen specialty. After graduation, graduates of the technical school receive a certificate of complete general secondary education, a diploma of a junior specialist of the state standard and a diploma issued in accordance with international requirements. MAUP, the Higher Expert Qualification Committee (Moscow, Russian Federation) introduces scientific and public attestation of scientific and pedagogical personnel of the highest qualification and announces admission to the defense for the defense of dissertations for the degree of doctor (candidate) of sciences in the following specialties:

Allegations of antisemitism

Since February 2002, the MAUP magazine "Personal" has been publishing various articles that have been criticized by representatives of Jewish organizations in Ukraine and the West.

According to the calculations of the chairman of the Association of Jewish Organizations and Communities (Vaad) Josif Zissels, the MAUP magazine is responsible for 84% of all anti-Semitic publications in Ukraine. MAUP also publishes a translation of Mustafa Tlass' book "Matza Zion", which contains allegations of the ritual use of human blood by Jews.

On November 16, 2005, the press service of the Embassy of the State of Israel in Ukraine reported that Israel requires the Ukrainian authorities to take urgent measures against the Interregional Academy of Personnel Management, up to the closure of the institution. Deputy CEO On November 14, the Israeli Foreign Ministry, Chairman of the Department for Europe and Asia, Mark Sofer, invited Chargé d'Affaires of Ukraine in Israel Oleksandr Khomyak to a meeting. Following the Minister of Science and Education Stanislav Nikolaenko issued an order to close 26 branches of the "Interregional Academy of Management". According to the minister, the state accreditation commission stopped issuing 4,650 IAPM diplomas and stopped the activities of 26 branches due to non-compliance with the requirements of the current legislation. On October 22, 2007, the Economic Court of Kyiv canceled the order as illegal and ordered the Ministry of Education to extend the validity of licenses of regional branches of the Interregional Academy of Personnel Management for training students in the specialty "Economics" and ordered the Ministry to prepare the declared number of diplomas for 2006/2007 graduates of the Academy in accordance with the contract .

Court cases IAPM

Claims to recognize the publications of IAPM as illegal were not supported by the court. The media outlets of V. Rabinovich were the most noticeable in the confrontation with the journalistic activities of IAPM; in the end, they were accused of humiliating the business reputation of the university. A number of lawsuits took place, all of them ended in favor of IAPM, namely:

Claim against State Enterprise "Capital News": the case was won in three instances (Pechersky District, the Court of Appeal of Kyiv, the Supreme Court of Ukraine), in favor of MAUP and Shchekin G.V.. For the enforcement of UAH 33 thousand. an arrest was made on the account of the DP, a court decision refuting the false information was published in the newspaper CN-Capital News.

On May 17, 2004, IAPM filed a lawsuit against Inter TV channel, Internews. On June 21, 2004, the Pechersky District Court of Kyiv issued a decision, by which the claim of IAPM was dismissed. However, MAUP appealed this decision.

The court decided that by criticizing the anti-Semitic activities of MAUP, Zisels used his right to freedom of thought and speech.

On April 12, the Pechersky District Court satisfied another lawsuit against MAUP and G. Shchekin, who, in his book “Whom to vote for? An attempt at a frank answer” accused I. Zissels of committing crimes.
