Rosneft security chief settles scores with former colleagues through PR technologies

Over the past month, the names of former top managers of Rosneft and its subsidiaries have become noticeably more frequent in the press: Kalanda, Sharipov, Pavlov ... For example, according to Larisa Kalanda, who until May 2016 held the position of vice president of Rosneft, Google- search for July 2017 alone returns at least 50 publications! Basically, “darkness”, in simple terms: some yachts, palaces, foreign accounts with extremely dubious evidence ... In such cases, media specialists usually talk about signs of a “campaign”, a planned information attack. In our possession was a document confirming this version, as well as explaining why the campaign turned out to be frankly clumsy. The fact is that its organizer was a person very far from journalism: the former investigator of the Prosecutor General's Office, and now the chief security officer of Rosneft, Ural Latypov.

Need and professional helplessness forced me to master the related profession of a “security guard”. Having received an assignment from senior management to investigate possible abuses by former top managers of Rosneft, Latypov could not get any significant evidence. Despite a solid resume - service in the Prosecutor General's Office, bodies of the FKSN - he turned out to be a very mediocre investigator. More precisely, Latypov's professional skills are distinguished by the characteristic specificity of the Soviet criminal procedure system: instead of carefully collecting evidence, he was engaged in collecting testimonies. And, apparently, he was very sorry that these testimonies could no longer be obtained by the usual methods - in a well-equipped soundproof cell, with the help of batons, stun guns and other improvised means.

As a result of the labors of the righteous, a tortured memorandum from Latypov, a noteworthy document in all respects, lay on the table of the leader.

The first page of the “security officer” is almost completely devoted to describing his own titanic work. He describes in colors and figures to the authorities how many documents had to be studied (“more than 12 thousand”), how many witnesses to interview (“more than 80 persons”), how much time (almost a year) was spent on this work. In a word, the usual style of the report of a middle manager, to whom he seeks to show first of all not the result of his work (which is not), but its volume. “Here, fatigue is considered the measure of work,” a well-known rocker sang back in the 90s, “in Rosneft, it seems, nothing has changed since then.

In general, if you scroll through Latypov’s whining about the work done, then the bottom line is this:
- according to L. Kalanda - "no information was received about the possible damage";
- according to R. Sharipov - something was revealed, but, apparently, so unconvincing that Latypov states with regret "" You decided not to send materials to law enforcement agencies yet";
- according to I. Pavlov, the former general director of the Angarsk Petrochemical Company (ANHK) - it seems like progress is more noticeable: the materials were even transferred to the UEP and the PC of the Main Directorate of the Ministry of Internal Affairs of Russia for Moscow. But - again, a "bummer": from the leadership of the UEP and the PC "we received information that they see no reason to hold I. Pavlov accountable."

In general, a fiasco on all fronts. But this investigation was, apparently, the only chance for Ural Latypov to change the prefix “acting.” to the full-fledged status of the head of the Rosneft security service. And about. Latypov was appointed back in March, that is, almost six months ago, and his further career in the oil corporation depended on the results of the “test assignment” for former colleagues. Moreover, recently there have been publications in the press that cast doubt on the competence of the “security officer” himself. It was told about his role as a "fixer" during his work at the Prosecutor General's Office and about a strange hasty dismissal from the ranks of the State Prosecutor's Office, about his subsequent service in the UFKSN near Moscow, and about addiction to drugs, which Latypov allegedly struggled with. In short, in the "case of the former" Latypov was vital to prove his professional suitability.

Since it was not possible to do this on the first attempt, the “security officer” in the same note began to offer the leadership further steps, sometimes completely unexpected. In particular, it is necessary, according to Latypov, "to continue working with the involved experts (read, witnesses - ed.) to obtain the conclusions we need." Familiar wording, right? If we replace the word “conclusions” with “testimonies” in it, it will immediately blow with the breeze of the GULAG ...

But the most interesting is written further. "Sledak" Latypov proposes to expand, so to speak, measures of influence on the suspects and - we quote with the preservation of the author's spelling and punctuation - "to continue posting negative information in the media online publications regarding former top managers of Rosneft I. Pavlov, L. Kalanda and R. Sharipov.

Obviously, serious problems with the Russian language do not allow Ural Latypov to directly master the related profession of a PR manager. Therefore, Latypov assigns responsibility for the implementation of these delicate measures to the former TV presenter and current press secretary of Rosneft, Mikhail Leontiev. twist, however.

So that's where all these yachts, palaces, offshores came down to the press, with "documents" that any modern schoolboy can draw in 10 minutes in Photoshop! The funny thing is that the style of the materials repeats with photographic accuracy the creative concept of those articles, because of which the head of Rosneft, Igor Sechin, sued Forbes, Vedomosti, RBC. True, the evidence base in the publications of these reputable publications was several orders of magnitude more convincing, and did not raise doubts about its authenticity.
Against the background of the PR campaign launched by Latypov, the main question is lost: have there been colossal thefts at the level of the top management of Rosneft? Is it true that 476.5 million rubles were withdrawn from a corporation with state participation - as calculated in the note of the “security officer”?

There is an interesting character - Dzhabrailov Anzor Ayubovich - Director of the Department of Inventory Management and Quality Control. From the point of view of an ordinary layman, it may seem that a person with the functionality of such a position should primarily deal with inventory management and quality control of these same stocks, planning, redistribution of the stocks themselves, and you quite legitimately ask, what does this have to do with purchases?

But no, this gentleman is engaged exclusively, oddly enough, in purchases, having abandoned his immediate responsibilities for inventory management and quality control. And in the actual management of which are specialists of the supply service, who, in turn, are also registered in different legal entities and in departments that are in no way related to the supply service of Rosneft Oil Company PJSC.

A very convenient scheme - Anzor Dzhabrailov himself, according to his official duties, is not engaged in supply and procurement and attracted the same nominal persons as accomplices. Thus, liability, including criminal liability, can be avoided, since legally the people who create lawlessness have nothing to do with procurement, and in the event of a showdown, innocent "clerks" registered and registered in the supply service of PJSC " NK Rosneft.

He is the Director of the Department, this is a serious position in the hierarchy of Rosneft, by the way, he is not yet 38 years old, so he needed accomplices Kapanin Alexander Nikolaevich, Shmygun Dmitry Alexandrovich, whose hands everything was done. It is these two characters, on the orders of their boss, who form analytical reports with distorted information and the determination of the winners of purchases with higher prices than the participants who took part in the same procedures. After all, the members of the central purchasing committee of Rosneft will not get into these tables to check whether the winning positions have been fairly or dishonestly assigned, whether there are lower prices and better delivery conditions. This is what a group of comrades have been using for several years now, because everything comes from impunity in our country, so they completely lost their borders ...

In the meantime, let's analyze the scale of Anzor Ayubovich Dzhabrailov's personality using the example of the procurement of special clothing for the needs of Rosneft Oil Company PJSC according to the needs of 2017-2018. By the way, it should be noted that he gives the impression of an extremely honest comrade, but in a still pool, like ours they say, the devils are found, it should be noted that these very devils cost the company and its shareholders, including many foreign investors, so they would be good to start proceedings in the supply service of Rosneft Oil Company PJSC.

Volumes in Rosneft are huge, after accession assets of TNK-BP and Bashneft, almost 400 thousand employees, most of which are provided with fire-resistant special clothing, and this is an annual budget of at least 6 billion rubles for clothing alone.

In this message, we will not describe all the abuses committed during the competitive procedures that we know about, we consider it necessary to dwell on the abuses of uncontrolled distribution of volumes to suppliers without conducting any competitive procedures.

So, dear reader, you will probably immediately ask, how is this possible? After all, Rosneft is a company with state participation and all purchases must be made through tenders in accordance with the relevant Federal Laws of the Russian Federation. And here it is not - what the interested parties want, then they do. When there is an interest in this, it is possible to circumvent the requirements of federal laws, namely the requirements of 223 FZ, according to which the procurement plan must be published, and the entire need is realized only through competitive procedures. At the same time, priority is given to Russian-made goods and a direct ban on the use of imported raw materials for the production of fire-resistant clothing is established (Decree of the Government of the Russian Federation No. 1299 of 10/26/2017). All this is happening against the backdrop of slogans about import substitution and support for small and medium-sized businesses.

Most importantly, procurement under 223 FZ makes it possible to make procurement procedures as transparent as possible, since otherwise, the results of illegal procedures in which participants are illegally or at high prices can be challenged in the Federal Antimonopoly Service. But our group of interested parties does not need this, how then can we “cut”, everything will be in plain sight? And so a scheme of friendly firms with Chechen roots arose.

Only in 2017 (and the scheme started working in 2016), about 2 billion rubles worth of volumes were distributed without purchases and tenders to the following suppliers: Arte LLC TIN 5029146259 (it is a manufacturer of not clothes, but rubber shoes), Magna LLC TIN 7730585309, TK MirLight LLC TIN 5920020769, Transinservice LLC TIN 7729130924, FPG Energokontrakt JSC TIN 7703268269, Yunost garment factory CJSC TIN 6824000384 at prices significantly higher than those submitted by the procurement participants , and most of the volumes, by a surprising coincidence, were received by companies with roots in the Chechen Republic - the homeland of the successful manager of Rosneft's reserves.

It should be noted that JSC "FIG Energocontrakt" is the developer of technical requirements for special clothing for Rosneft. At the same time, this company is also Anzor Ayubovich's "pocket" supplier. So, Dzhabrailov concludes contracts with her for deliveries from 500 million rubles based on the results of a simple request. Moreover, the leaders of JSC "FIG Energokontrakt" with final beneficiaries located in North America are launching the production of workwear made from American raw materials for hundreds of millions of rubles, simply on the basis of Anzor Ayubovich's oral request. That's how you need to trust each other, people don't even need an agreement to start production, let alone competitions. This is done by the Rosneft company, against which the US imposed sanctions. Based on the oral request of the director of the Rosneft department, the American economy is supported by 500 million rubles. For expensive "American partners" there is no need to bother with competitive procedures, they are from the word "competition", and why do we need it, we need expensive and from American raw materials.

Since in 2016-2017 everything went well, then in 2018 it is planned to re-allocate volumes to Arte LLC (which, we recall, is a manufacturer of not clothes, but rubber shoes), MirLight TK LLC, TRANSINSERVICE LLC, Energokontrakt FPG JSC ", CJSC garment factory "Yunost", LLC "LegProm Supply", without procurement and tenders in the amount of the same 2 billion rubles at prices significantly higher than the market. Preliminarily, the damage from such a "distribution" will amount to 111 million rubles to 251 million rubles!

You will notice that there are no special contests. Is no one monitoring this situation? Why are such large volumes distributed in this way and at high prices?

The scheme is extremely simple: if, as a result of the purchase, it is not possible to allocate multibillion-dollar volumes to the necessary suppliers at inflated prices, the old, well-established mechanism is switched on - distribution of contracts without competition to "own" companies.

In 2018, the purchase was again carried out under Lot No. 84462 "Purchase of corporate workwear for JSC RN-Supply for 2018-2019". According to its results, the winners were determined at prices that were clearly inflated (LLC "Arte" (the same manufacturer of rubber shoes), LLC "Transinservice", CJSC clothing factory "Yunost", LLC "LegProm Snabzhenie", JSC "BTK Group", LLC " TD "Istok-Prom"). Fortunately, the leaders of PJSC NK "Rosneft" learned about this situation, as a result of intervention, the results of the purchase were canceled.

The purchase was canceled for two reasons: firstly, a doubling of the number of products was organized, that is, in fact, a competition was announced for the number of products twice as much as needed (inventory management rules again); secondly, it was revealed that, according to the results of the purchase, suppliers with higher prices won (while there were bidders with prices lower by 10-30% than those of the winners). Well, finally, the reader will think, the management intervened, canceled purchases, everything began to happen according to 223 FZ and competition appeared.

Thirst for profit leads a close-knit group consisting of Dzhabrailov Anzor Ayubovich, Kapanin Alexander Nikolaevich, Shmygun Dmitry Alexandrovich. If it didn’t work out to buy expensive through a competition, you need to turn a scheme that is simple to genius: buy expensive without a competition, as before.

By the way, it is here that Anzor Ayubovich Dzhabrailov finally, "to the fullest" uses his official duties - to control stocks. And he controls stocks in a very specific way - hiding the actual remnants of the same overalls in warehouses and forming an overestimated need for it. The more "inflated" the need, the more volumes can be issued at high prices. Well done, the scheme organized excellent.

It is scary to imagine how many hundreds of millions Rosneft has already lost from the effective work of this character, how much more it will lose in the future, what happens to other groups of the nomenklatura and how, from whom and at what prices they buy it? It’s scary to even roughly estimate the scale of the losses incurred by PJSC NK Rosneft, because the procurement program annually amounts to at least 1 trillion rubles!

And the conclusion suggests itself, because it is impossible to imagine such obvious and harsh abuses occurring due to the incompetence of this comrade and his colleagues, because this scheme has been working for a long time and brings profit not only to companies receiving these sweet contracts. Tell this story to an ordinary man in the street or a business owner, no one will believe in such a "successful" combination of circumstances under which for the past 3 years Anzor Ayubovich has so "accidentally" created a situation of supplying special clothing without holding tenders, as a result of which PJSC "NK Rosneft suffers hundreds of millions of losses.

But this is not the end of this interesting story...

A respected reader will ask, what about the second part of the title of the position of Dzhabrailov Anzor Ayubovich - Director of the Department of Inventory Management and Quality Control, what is the situation with quality control, for example, for the same special clothing, but here it is still more interesting ...

The quality of special clothing supplied by companies that receive contracts for the supply of special clothing at high prices and without competitive procedures is not controlled.

However, the assumptions that it is possible, nevertheless, somehow "accidentally" give volumes to suppliers at high prices without tenders for 3 years already, are broken by the fact that they accidentally "send messengers" from the above persons to existing suppliers of workwear with it is impossible to allocate these volumes without tenders by offering for a monetary reward!

This is pure corruption. True, it is strange that financial and legal services, as well as security service of Rosneft Oil Company PJSC are unaware of this situation. Perhaps no one sees such obvious abuses, understandable to any reader. And, perhaps, using the scale of a large company, our enterprising heroes of history have confused everyone so much that no one understands anything. And, at this time, our close-knit team earns, although the word "earns" in relation to this situation is incorrect - the team steals!

All of this is happening while the CEO - Sechin, wanders all over the world, attracting investors to projects, fights against sanctions and restrictions imposed on PJSC NK Rosneft, pays the most taxes to the budgets of all levels of the Russian Federation, carries a huge social burden. Its negligent directors rule purchases so much that instead of increasing the efficiency of the company, they make every effort to ensure that this very efficiency does not exist.

Acting head of security last March PJSC NK Rosneft Ural Latypov, a former drug fighter and ex-investigator of the Prosecutor General's Office, was appointed. However, five months have passed, and from the prefix "acting" Latypov never got rid of it. This means that the struggle for a key position in the country's main oil company continues, echoing with serious behind-the-scenes fights.

Biography of the current acting Ural Latypov, head of the security service of Rosneft, is extremely entertaining and draws on a separate journalistic investigation. It is known that at one time Latypov rose to the rank of senior investigator of the Main Directorate for Supervision of the Investigation of the Prosecutor General's Office of the Russian Federation. But in 2012, his career in the supervisory authority came to an abrupt end. As they say, "the rank followed him - he suddenly left the service." According to prosecutorial sources, Latypov's departure was connected with a scandal: the leadership became aware of his lobbying activities, to put it mildly, incompatible with official duties. In short, Latypov was caught on “solving issues”, which, as you know, are worth their weight in gold in the supervisory authority. Where there is big easy money, there are temptations with forbidden pleasures. Rumor has it that colleagues noticed Latypov more than once had unnatural dilation of the pupils, they also observed causeless laughter and inexplicable aggression. The senior investigator was warned: they say, in such a narcotic state, one should not go to the office of the Prosecutor General Chaika, he cannot stand the signs of dope use! Latypov got off lightly: the employee of the Prosecutor General's Office, who had lost his trust, was offered to promptly resign, which he resignedly did.

However, the former prosecutor's "lobbyist" and lover of cocaine tracks did not remain without work for a long time. Taking advantage of an old acquaintance with the then head of the Federal Drug Control Service of Russia for the Moscow Region Vasily Yurchenko and, perhaps, hiding from him the circumstances of his dismissal from the GP, Ural Latypov found a job on the front of the fight against drugs near Moscow. Yes, not an ordinary employee, but immediately the head of the investigative unit. At that time, Vasily Yurchenko brought his regional department to the forefront: almost a quarter of all high-profile crimes related to the wholesale supply of hard drugs to Russia were detected by employees of the FSKN headquarters near Moscow. According to colleagues, under the control of Yurchenko, Ural Latypov at first tried to work inconspicuously, without standing out in the team. In general, not particularly grumpy. But after the transfer of Vasily Yurchenko to the Security Service of Rosneft, Latypov, as they say, suffered. This period of his activity in the FSKN was marked by the collapse of a number of high-profile cases of detaining members of organized criminal groups, total corruption, and systematic requisitions that were imposed not only on suspects and defendants in criminal cases, but even on fellow investigators of their department. For the appointment of an investigator, promotion and awards by Ural Latypov, strict rates of cash offerings were set. At the same time, Latypov, sighing picturesquely, explained to his "dumb" colleagues that supposedly the lion's share of the bribes he collects goes into the pocket of the former head of the Department, Vasily Yurchenko.

Such an approach to the service, sooner or later, was bound to end for Latypov in an inevitable fiasco. However, the disgraced prosecutor's investigator, who had tasted the sweetness of lawlessness and easy criminal money, clearly thought otherwise. When employees of the Department "M" of the FSB of Russia took up the lawless person and searched his office, Ural Latypov rushed for protection to Vasily Yurchenko, who by that time was acting head of the security service of Rosneft. At that time, Latypov was lucky: a powerful "roof" did not disappoint. However, as they say, Yurchenko's attitude towards his recent protege has changed for the worse: who wants to make friends with an inveterate swindler and corrupt official? In general, although Vasily Yurchenko attached Latypov instead of prison to the security service of Rosneft, he began to cast increasingly cold and suspicious glances at Latypov.

After last year's change in the leadership of the security service of PJSC NK Rosneft, Latypov had the opportunity to answer Yurchenko in the same way. The former subordinate undertook to actively intrigue against the recent "friend" and protector, at the same time currying favor with the new boss. So, at the suggestion of Latypov, secret notes were placed on the boss's desk that Yurchenko, who became the first deputy of the security service, reports the most important materials to the company's management, bypassing his immediate supervisor. The same Latypov informed the new authorities of the service that Vasily Yurchenko was ignoring his orders and instructions, considering himself the de facto head of the departmental security structure. As a result of these intrigues, Vasily Yurchenko was sent on a long business trip to the Republic of Bashkortostan to restore order at OJSC Bashneft.

After the position of the head of Rosneft's security service became vacant again in early spring of this year, the company's management faced the question of who to fill the vacancy with. Vasily Yurchenko was considered the first applicant for the vacant position: firstly, he had previously performed the relevant duties, and secondly, he had experience and authority. In addition, Yurchenko brought order to Bashneft, which added to his chances. However, such a personnel arrangement did not suit Ural Latypov, who by that time held the position of deputy head of the Rosneft security service. Realizing that sooner or later Vasily Yurchenko would become aware of his informal relations with the former head of the service and secret notes - denunciations, Latypov undertook to discredit his former protector in order to prevent his elevation. At one time, Yurchenko shared with Latypov the news that the executive director of Rosneft Igor Sechin a decision was made to dismiss Yury Kalinin, Vice President for Human Resources and former head of the GUIN of Russia, from the company. At the same time, Yurchenko also mentioned that Sechin allegedly promised to appoint him to the vacant position. Taking advantage of this private conversation, Ural Latypov wrote a denunciation Yuri Kalinin on Vasily Yurchenko: the document said, in particular, that the security service was preparing a report for Igor Sechin on facts of corruption in Kalinin's activities, as a result of which he was subject to dismissal.

Having united their efforts after that, Latypov and Kalinin managed to squeeze Vasily Yurchenko out of Rosneft.

Forgery, falsification, blackmail - this is what Ural Latypov brought to the work of the security services of Rosneft Oil Company PJSC. A vivid confirmation of this is his memorandums to the head of Rosneft.

As follows from one of these notes, the current acting. head of the security service of the oil company Latypov established contact with one of the representatives Supreme Court of the Russian Federation in order to not only receive up-to-date information about the judicial “kitchen”, but also to influence certain key figures in robes. According to the author of the note, it could be the press secretary of the RF Armed Forces P. Odintsov. As Latypov testifies, his “agent” in the highest judicial body “promised to sound out the position in the near future ... on high-profile cases in the arbitration courts of the Russian Federation with our participation.” The note also contains other curious information allegedly received by Latypov from the “agent”. For example, about conflict situations in the leadership of the Armed Forces of the Russian Federation on issues of informal relations between its individual figures and the largest companies in the country. The note also refers to Latypov's alleged attempts to "resolve" the situation with the negative information background around the top officials of the Supreme Court.

“At the end of the conversation, he (the agent) was presented with a gift and an agreement was reached on the next meeting next week,” says Ural Latypov in the final part of the note.

The cynicism of both the very content of the so-called memorandum and the complete degradation of its author, who in the past was corrupt, but still an employee of the law enforcement system, is shocking. In the memorandum, Latypov actually admits to putting pressure on judges of the Supreme Court of the Russian Federation. In general, the dubious practice of his work in the drug control authorities of the Moscow region was completely transferred to the activities of the Rosneft security service.

No less surprising in this story is the position of the press secretary of the Supreme Court of the Russian Federation, P. Odintsov. During the unbridled campaign to denigrate the judiciary and its leadership, the press secretary of the Supreme Court of the Russian Federation meets with one of the most corrupt representatives of Rosneft and receives expensive gifts from him.

It remains to be hoped that Vyacheslav Mikhailovich, with his characteristic objectivity and adherence to principles, will assess this fact. It is also worth clarifying what was discussed at Latypov's meetings with a representative of the RF Armed Forces, since Latypov is a well-known master of disinformation, which means that there can be a significant difference between the true content of the conversation and its interpretation in the memorandum. In addition, Latypov's longtime colleagues are well aware of the fact that he addiction to drugs. What notes are born in the inflamed imagination of the cocaine addict, it is not difficult to guess! The former prosecutor's employee sinned "nonsense" while working in the State Prosecutor's Office and the prosecutor's office of Bashkiria, where he comes from. In general, it was not in vain that Latypov, after being expelled from the supervisory authority, won a job at the Federal Drug Control Service: whoever guards what has it. True, it is not clear how such an inadequate character passed the test during further employment at Rosneft. Latypov's "feats"?

Drug fighter?

Latypov started from a position in the prosecutor's office of the Republic of Bashkortostan, then went on to be promoted to the Prosecutor General's Office of the Russian Federation. Rumor has it that such career growth could be directly related to the very successful marriage of Latypov. But is it possible to condemn the help of a spouse?

Then the current vice-president of Rosneft went to work for the Federal Drug Control Service, an agency that no longer exists. Evil tongues say that Latypov began to violate the law even then - allegedly for kickbacks, he reclassified criminal cases from the sale of drugs to their storage. As a result, the largest drug dealers received, in the worst case, a "condition" and remained at large.

At the end of 2015, Latypov's immediate subordinates - deputy head of the investigation department Igor Kotov and investigator for especially important cases Andrey Yudin - were under investigation. They were detained for taking a large bribe. Immediately after that, Latypov resigned. Kotov and Yudin allegedly did not testify against him only because of the promise to feed their families during their stay in the colony.

In Rosneft, Latypov, presumably, ended up thanks to his ex-head, a general and just a man with a broad soul and not empty pockets, Vasily Yurchenko. Could have a hand in this and his assistant Alexander Tyulenev. Both of them used to work in the Federal Drug Control Service for the Moscow Region and, according to rumors, they jointly pulled off more than one corruption scheme there.

So, by the time Latypov came to Rosneft, Yurchenko was the head of the security service there, and Tyulenev was his deputy for economic security. The "sweet trinity" allegedly organized the trade in positions in the state corporation - we are talking about a number of appointments to the post of heads of security services in the "daughters" of Rosneft. For this, they supposedly could receive a monthly "percentage".

In the event that the person holding the position refused to pay tribute, according to rumors, Latypov's proteges could be used. Allegedly, he instructed Sergei Usevich, Ruslan Sheyanov, Evgeny Yapryntsev, Alexander Rybalo, Igor Kirov (all were fired from law enforcement agencies, presumably due to failure to recertify or with corruption motivations) to organize inspections in relation to the "object". Their outcome, however, was a foregone conclusion. Together with the compromising evidence collected on the "object", they, according to rumors, became the reason for the dismissal of a person no longer needed. It was replaced by a new "cash cow", and everything went in a circle.

So, in March 2017, Sergey Belomestny, a former employee of the Krasnodar customs, was appointed to the position of Deputy General Director for Economic Security of RN-Tuapsenefteprodukt LLC. According to rumors, Latypov's "fighting team" could receive no less than 250 thousand dollars for this.

World agreement?

The entire team of Latypov was subsequently dispersed by the vice-president for personnel policy of Rosneft, Yuri Kalinin. When "little linen from the hut" decided not to endure. Rumor has it that this was Sechin's own decision - he allegedly ordered everyone to be fired "quietly" and without punishment.

Latypov, however, remained in place, and after that he generally headed the security service. So far, however, as acting, but what are his years?

To replace his subordinates, allegedly dismissed from Rosneft for the corruption schemes of his superiors, Latypov recruited a new "combat" team. Vacancies in it were again taken by former security officials. And they, according to the "evil tongues", again took up the old, but taking into account bad experience - the schemes allegedly became more sophisticated, and the amounts - larger.

At the end of September 2017, the Moscow City Court sentenced ex-colonels of the Federal Drug Control Service Kotov and Yudin to 10 years in prison each, while fined 30 million rubles. The unfortunate law enforcement officers will be in jail for a long time, and Latypov, according to rumors, has to provide for their families: he allegedly allocates them 200 thousand rubles a month. It is possible that these amounts come from state funds.

Such is the difficult fate of a simple security official. How long will she be so careless?


In Rosneft, as a rule, people from law enforcement agencies work, and not all Rosneft employees love the head of Igor Sechin, one of these is Yuri Kalinin.

Prior to joining Rosneft, Yury Kalinin headed the Federal Penitentiary Service for a long time and holds the rank of Colonel General.

In early 2014, Rosneft announced plans to build facilities for the Eastern Petrochemical Company (VNKhK) in the city of Nakhodka. It was assumed that by the end of 2020, the units of the oil refining part of the All-Union Petrochemical Company would be put into operation, and in 2022, petrochemical plants.
The implementation of the project made it possible to create 20,000 jobs, solve the problem of fuel shortages in the Far East, and reduce the cost of fuel to the average Russian level. The design capacity of the complex assumed the production of up to 30 million tons of hydrocarbons per year. It was planned to invest 1.3 trillion rubles in the construction. Dmitry Medvedev, Chairman of the Government of the Russian Federation, personally took charge of the VNKhK project.
The contract for the design of VNHK was concluded in February 2014. However, the project has now stalled completely. Back in September 2014, Rosneft structures stopped the purchase of equipment, construction and installation work, and in fact curtailed all work on the project.
The best personnel from all over the country were invited to the VNKhK project, which was started as the main Far Eastern construction site of the century. They offered tempting working conditions: free housing, increased salaries.

Since I had working papers with me, they were taken away from me, I gave written explanations about the papers and went home after midnight. My explanation was accepted without comment, and I thought the incident was over.
On June 1, I came to work as usual. At about 12 noon, three vice-presidents of the company, Y. Kalinin, V. Yurchenko, and M. Grafinin, came into my office, accompanied by security officers. Yu. Kalinin told me that the company's management was not satisfied with my explanations given the day before, and I had to change them, because they were not correct, I was still young and should understand everything myself. After that, I was taken for interrogation to the security service in room No. 306 and for 5 hours they asked the same questions, which I had already answered the day before, and I completely repeated my answers. At the end of the 5-hour interrogation, the head of the Rosneft security service, Yurchenko, entered the room. And in the presence of security service officers I. Grishnyaev and S. Ivanov, he stated the following: “You can consider this lawlessness, but the decision has already been made regarding you. I've already spoken to my boss four times today, and his decision is for you to fly out of the company with a whistle. We will call Kolokoltsev and secure a criminal case. Given the administrative resource, you know how it will end for you. The outcome of the case is not guaranteed, but we will provide you with a “sweet life”. To prevent this from happening, you must change your explanations and write a paper that you were ordered to take the documents out of the company of L. Kaland and Y. Arefiev. We will not transfer it anywhere, but you will be fine. I give you 10-15 minutes to think. Trust the lieutenant general's word."
Given that I know that Yurchenko was previously a high-ranking police officer, I understand that this threat is real. And taking into account his reference to the administrative resource, the threat of initiating a criminal case against me is quite real. Although the common practice in our company is that employees take out documents to work at home or in other offices.
I got nervous, and I was in shock and hysteria, and I said that I would not write anything like that, because it was not true, I would not slander myself and others.
V. Yurchenko told me to calm down, to think again, and that I still have time before the chief returns on June 3rd.
In connection with what happened, I can no longer work normally and I fear for my life and for the life and health of my relatives.
I consider these actions illegal and criminally punishable. I ask you to give a legal assessment of the actions of Kalinin and Yurchenko and, if there are grounds provided for by the current Criminal Code, to consider the issue of initiating a criminal case against Yu. Kalinin and V. Yurchenko. On the results of consideration of my application, I ask you to inform me in writing at the address .... and by mobile phone ... ".

And Kalinin and Yurchenko entrusted the investigation of the case against Kalanda to one of the best investigators of the Prosecutor General's Office, who had already worked in Rosneft, we are talking about the investigator Ural Latypov.
Having received an assignment from senior management to investigate possible abuses by former top managers of Rosneft, Latypov could not get any significant evidence. Despite a solid resume - service in the Prosecutor General's Office, bodies of the FKSN - he turned out to be a very mediocre investigator. More precisely, Latypov's professional skills are distinguished by the characteristic specificity of the Soviet criminal procedure system: instead of carefully collecting evidence, he was engaged in collecting testimonies. And, apparently, he was very sorry that these testimonies could no longer be obtained by the usual methods - in a well-equipped soundproof cell, with the help of batons, stun guns and other improvised means.
As a result of the labors of the righteous, a tortured memorandum from Latypov lay on the table of the leadership - a noteworthy document in all respects.






"Sledak" Latypov proposes to expand, so to speak, measures of influence on the suspects and - "to continue posting negative information in the Internet media about former top managers of Rosneft I. Pavlov, L. Kalanda and R. Sharipov."

In addition, taking into account the geographic location and transshipment facilities in Tuapse, Rosneft will have more opportunities for an alternative to exporting products.
As part of the modernization of the Tuapse Refinery, Rosneft decided to create an Additive Dosing Unit. We held a tender, as a result of which it was established that the minimum cost of equipment will be 98.7 million rubles. However, after a three-month exposure, the papers were wrapped up and a second tender was announced. And the new tender was won by a supplier who offered Rosneft to buy equipment for the Additive Dosing Unit for 245.3 million rubles. That is, for a price that exceeded the first offer by 2.5 times.


Not only has Rosneft become a hotbed of corruption and lawlessness, but now Prime Minister Medvedev's people are in charge of the entire company, and Sechin does not see this or does not want to see it.
I think that Sechin and the Russian security forces will not only destroy Rosneft, but also give it to Gazprom... Medvedev will help make this happen.
