Relevance of the topic. Public Relations in Russian Federation are increasingly attracting the attention of both researchers and practitioners of management in the political, economic, social and other spheres of public life. With the country's transition to democracy and market relations, interest in this social phenomenon is constantly growing.

The internal affairs bodies did not stand aside either. Since the mid-eighties of the last century, methods, methods, forms, technologies for organizing public relations have been actively introduced into their activities. During this time, a set of normative acts regulating this type of activity was adopted in the internal affairs bodies of the Russian Federation, a system of specialized units was created, and training and retraining of specialists in this field was organized and carried out at the Academy of Management of the Ministry of Internal Affairs of Russia.

Public relations of internal affairs bodies are constantly developing and improving. At the same time, this development is complex and contradictory and is associated with a number of problems, both theoretical and practical.

To date, the theoretical development of the problems of public relations of the internal affairs bodies, despite all its relevance, unfortunately, is at an early stage. The insufficient level of development of the concept of public relations of the internal affairs bodies in theory has a negative impact on the effectiveness of the activities of all services and departments of the internal affairs bodies in practice. The potential of public relations remains unused, which entails the impossibility of solving a number of tasks facing the internal affairs bodies, including the one noted by the Minister of Internal Affairs of the Russian Federation R.G. Nurgaliyev tasks "to become extremely open to society, to increase the effectiveness of social and legal services for the population, to ensure that the actions of the police are transparent, understandable to people and receive their support"1.

All of the above indicates the need for further development of theoretical and methodological problems related to understanding the main aspects of public relations of the internal affairs bodies, building their holistic concept, introducing the results of scientific research into the practice of managing the internal affairs bodies in order to solve with their help the current practical problems. tasks.

The degree of development of the problem. Since the beginning of the 20th century, theoretical issues in the study of public relations have been developed in the works of foreign W. Agha, E. The problems of organizing relations between the internal affairs bodies and various elements of the public begin to attract the attention of researchers from the second half of the 70s of the XX century. In the period from the mid-70s to the end of the 80s of the last century, the issues of organizing the interaction of internal affairs bodies with state authorities were subjected to thorough theoretical development H.H. Kliman, V.L. Burmistrov, Yu.K. Korotaev, V.G. Kutushev and others, public formations, collectives of workers and the population of S.M. Zabelov, B.A. Viktorov, N.M. Bugorokov, P.C. C. 1 elements of the public were considered mainly in terms of the possibility and necessity of their involvement in solving a number of tasks facing the internal affairs bodies, such as the prevention of offenses and crimes, the protection of public order and the fight against drunkenness and alcoholism.

Since the beginning of the 90s of the XX century, the focus of research has expanded somewhat, it begins to include private problems of the functioning of public relations as an organizational and management activities aimed at the formation of relations of trust, mutual understanding and cooperation between the internal affairs bodies and the population, the most developed of which was the problem of studying public opinion and using the data obtained in the management of the internal affairs bodies N.V. Kri-velskaya, V.A. Rebriy, V.N. Tsvetkov. Along with it, the problems of organizing relations between the internal affairs bodies and the population, public associations A.V. Baussonade, religious organizations and mass media Yu.Yu. Komlev, N.S. Malushkina, Yu.V. Naumkin and others, as well as the formation of the image of A.P. Gladilin, S.S. Pylev, K.A. Krasheninnikov, A.G. Kuznetsov. However, with the undoubted significance of the studies of these authors for the development of the theory of public relations, they could not reflect a holistic picture of the inclusion of internal affairs bodies in the process of social interaction through the implementation of this type of activity. The studies were carried out mainly within the framework of management theory, jurisprudence, social psychology and were devoted to individual issues of organizing specific areas of public relations, which made it possible to form only a mosaic, poorly integrated idea about public relations of the internal affairs bodies.

Certain steps towards solving this theoretical problem have been made only in recent years. The subject of relations between the internal affairs bodies and the public was considered by A.N. Rocha and B.C. Chernyavsky. The research of A.A. Prudent and V.B. Korobov.

Meanwhile, to talk about the existence of the existing theoretical concept public relations of the internal affairs bodies prematurely. The desire to fill to a certain extent the existing methodological, theoretical and organizational gaps in this area largely explains the need for preparing this work.

The object of the study is the system of interaction between internal affairs bodies and various public and state institutions in the process of implementing the tasks and functions assigned to them to protect the rights and freedoms of citizens, ensuring their legitimate interests.

The subject of the study is managerial methods, methods, forms, technologies for organizing public relations in order to create a favorable social context for law enforcement, include public initiatives in the law enforcement sphere, improve the efficiency of all services and departments of internal affairs bodies.

The purpose of the dissertation work is a comprehensive sociological study of public relations of the internal affairs bodies as a management function, as well as the development of scientific and practical recommendations aimed at improving the efficiency of the services and divisions of the internal affairs bodies through the formation of a developed system of social communications.

Research objectives:

To identify the prerequisites that determined the emergence of public relations as a social phenomenon and area specialized activities(political and legal, socio-economic, cultural and educational, communicative);

Analyze theoretical approaches to defining the essence of public relations, identify their main typological features, formulate the author's definition;

Formulate the main characteristics of public relations as a special function of managing social organizations;

To identify the main elements of the system of functioning of public relations of the internal affairs bodies, the features of the structure of this system, as well as the place in it of public relations;

Consider public relations in terms of their inclusion in the activities of internal affairs bodies as a special management function, establish and analyze their goals, objectives, forms and methods;

To analyze the main characteristics of the system of functioning of public relations of the internal affairs bodies, to determine the mechanism for their formation, as well as the model of this type of activity, characteristic of the internal affairs bodies in the current period.

The hypothesis of the study comes from the fact that the insufficient level of organization of public relations of the internal affairs bodies directly affects the efficiency of the services and divisions of the internal affairs bodies. In this regard, the goals and objectives of the administrative apparatus and specialized units of the internal affairs bodies in the field of organizing public relations should be focused on diagnosing and determining areas of mutual responsibility and cooperation between the police and the population, as well as developing effective methods, forms and technologies for the inclusion of public initiatives in the law enforcement sphere, the formation of an institution for voluntary and prompt informing the police by the population about upcoming, committed or committed crimes and offenses.

The methodological basis of the study was the classical and modern provisions of sociology, the sociology of management, the theory of social and public administration and management. The starting point for the analysis of the essential elements of public relations social organizations in general and the internal affairs bodies in particular were: the ideas of the classics of sociology G. Spencer, E. Durkheim, M. Weber, T. Parsons, J. Habermas and others; general theoretical provisions developed by well-known foreign J. Grüning, S.M. Cutlip, S. Black and others, as well as domestic M.A. Shishkina, E.F. Makarevich, G.G. Pocheptsov, A.N. Chumikov and other researchers of the social phenomenon of public relations; different views of scientists on understanding the essence of public relations of internal affairs bodies A.A. Prudent, V.B. Korobov and others.

Research methods. The work used both general scientific methods (systemic, structural-functional, historical-genetic, analysis, synthesis, generalization, comparison), as well as special ones - concrete sociological, typological analysis, statistical analysis.

The empirical base of the study was the results of studies of various research organizations on the assessment of the activities of the internal affairs bodies of the Russian Federation, public confidence in these bodies and other issues related to the problems of this study, national statistics, sociological surveys of employees of the internal affairs bodies conducted by the author in 2004 - 2005 .

The scientific novelty of the work lies in the fact that, on the basis of sociological analysis, author's approaches have been developed to improve the organization of public relations of internal affairs bodies, scientific and practical recommendations have been formulated aimed at improving the efficiency of services and departments of internal affairs bodies by optimizing relations with institutions civil society.

Results of scientific novelty:

The main prerequisites (political, legal, socio-economic, cultural, educational and communicative) of the emergence and functioning of public relations as an object of organizational and managerial activity, including in the law enforcement sphere, are identified;

The concept and essence of public relations as a special type of activity, which consists in managing the state of the "organization - public" system in order to harmonize the relations of its elements and create a positive context for their interaction, are clarified;

The place and role of public relations in the management system of social organizations, including law enforcement agencies, is substantiated, which consists in attributing public relations to special management functions, highlighting their special object, purpose, tasks and subfunctions (analytical-prognostic, communicative-methodical, organizational-technological and information-communicative);

The system of functioning of public relations of the internal affairs bodies is analyzed, which includes the subject of public relations, the public, public opinion, social values ​​and social norms governing this type of activity;

The typological features of public relations as a special function of the management of the internal affairs bodies, expressed in their special purpose, tasks, sub-functions and the way of integration into the management mechanism of the internal affairs bodies, are revealed;

The main approaches to improving the efficiency of public relations of the internal affairs bodies have been developed, which consist in the need to focus the attention of management practitioners on diagnosing and determining areas of mutual responsibility and cooperation between the police and the population, taking into account the needs and interests of the public in the management of internal affairs bodies, developing effective methods, forms and technologies for including public initiatives in the law enforcement sphere.

Defense provisions.

1. The author's definition of public relations of the internal affairs bodies as a special management function, which is a special direction of the management activities of the internal affairs bodies, focused on the formation of a developed system of their communications with various subjects of the public, providing information management apparatuses about the state of the social environment of their functioning. Public relations ensure that this information is taken into account when making managerial decisions that affect changes in both the characteristics of the system of internal affairs bodies and the environment for their functioning.

2. Public relations of the internal affairs bodies are carried out in a social system of interaction, the main elements of which are the internal affairs bodies as the subject of this activity, the public and public opinion as elements of the environment for their functioning, social values ​​that guide interaction in the system under consideration, and social norms governing the specified activity.

3. The purpose of public relations of the internal affairs bodies as a special management function is to achieve and maintain the state of the system "the internal affairs bodies - the public", characterized by the harmonization of relations and the general positive context of the interaction of its elements.

4. The tasks of public relations of the internal affairs bodies are: studying the environment for the functioning of the internal affairs bodies; providing the control apparatuses of internal affairs bodies with information on the state of the social environment of functioning; establishment and maintenance of channels of information exchange by organizing a developed system of public communications of internal affairs bodies with various subjects of the public; determination of methods, forms and technologies of influencing public opinion; management of social information reflecting the activities of the internal affairs bodies.

6. The solution to the problem of increasing the efficiency of public relations of the internal affairs bodies should be associated with the transition from their understanding as an activity to manage the characteristics of the system "the internal affairs bodies - the public" through information and communication influence on public opinion through propaganda and informing the public to their understanding as activities aimed at diagnosing the social environment of the functioning of the internal affairs bodies, informing the management apparatus about its condition, advising employees of all departments and services of the internal affairs bodies on methods, forms and technologies for organizing relations with various public entities.

Theoretical and practical significance dissertation research is directly related to the elements of its scientific novelty. The formulated theoretical provisions and practical conclusions obtained by the author contribute to the expansion and deepening of the ideas available in science about public relations of the internal affairs bodies of the Russian Federation. They can be used in the further development of directions, methods and organizational and legal means to increase the effectiveness of public relations of the internal affairs bodies. The dissertation materials can be used in the preparation of training courses on the sociology of management, the organization of public relations of internal affairs bodies.

The reliability of the results obtained, their validity and reliability are confirmed by the use of proven methodological approaches and means of studying the problems of public relations of the internal affairs bodies of the Russian Federation; the introduction into scientific circulation of new theoretical materials related to the problems of public relations of the internal affairs bodies.

Approbation of the research results. The main theoretical conclusions are reflected by the author in published scientific articles. The results of the study were reported at the scientific and practical conferences "Youth policy of the Russian Federation and law enforcement agencies" (Moscow 2004), "Problems of forming attitudes of tolerant consciousness in the Russian Federation and internal affairs agencies" (Moscow 2004). The results of the study were introduced into the educational process of the Academy of Management of the Ministry of Internal Affairs of Russia and the activities of the Public Relations Department of the Administrative Department of the Ministry of Internal Affairs of Russia.

These areas of activity are clearly separated.

The main function of interaction with the media is entrusted to the UOS Department Press Center of the Ministry of Internal Affairs of Russia. The work of the press center is clearly focused on organizing interaction with the media, since other departments of the UOS are responsible for other areas of work.”

The process of interaction with the media includes the following elements:

  • - organization of briefings and press conferences;
  • - media monitoring (the department has a group of employees who watch around the clock TV channels, newspapers, the Internet, do round-the-clock electronic monitoring);
  • - media coverage of the activities of the leadership of the Ministry of Internal Affairs of the Russian Federation (including during business trips around the country) 14.

When analyzing the work of the Public Relations Department of the Ministry of Internal Affairs of the Russian Federation it must be understood that this unit is the only structure of the Ministry of Internal Affairs of the Russian Federation that has the right to act as an official representative of the department and comment on certain events on behalf of the entire institute. The presence of this unique opportunity imposes an extraordinary responsibility on employees.

On the this moment the system of press services centered in the UOS covers all departments of the Ministry. There are structures or individual employees responsible for working with the media in each department of the Ministry of Internal Affairs of the Russian Federation (in total, these are more than 20 divisions). In each division, depending on the specifics of his work, the head himself decided on the organizational form in which the division should exist, focused on the production of information and work with journalists. Valery Gribakin, head of the UOS of the Ministry of Internal Affairs of the Russian Federation, "believes that as a result of this," a very flexible logical system was built, since the number of personnel, the name of the unit in contact with the media, functional duties, in each case clearly corresponds to the set of tasks that needs to be decided."

For example, in the Department of Economic Security, which is a serious structure on an all-Russian scale, one person cannot cope, therefore a special department has been created in the DEB of the Ministry of Internal Affairs of the Russian Federation for this structure. At the same time, for example, in the Financial and Economic Department, one employee is responsible for the information block.

In the traffic police, due to its specificity, the functions of this unit are somewhat wider. A propaganda department has been created there, it includes employees responsible for interaction with the media, interaction with the public, as well as specialists whose functional duties are to promote legal culture and competent behavior on the road (work in schools, universities, labor collectives, etc. ). An analysis of the system of interaction with the media, created at the level of the central office of the Ministry of Internal Affairs of the Russian Federation, indicates the presence of such an important quality as flexibility, which during recent years has proven its effectiveness and feasibility.

If we analyze the structure of the Ministry according to the “top-down” principle, then seven main departments of the Ministry of Internal Affairs of Russia for federal districts (the Main Directorate of the Ministry of Internal Affairs of the Russian Federation for federal districts), the Ministry of Internal Affairs, the Central Internal Affairs Directorate, and the Internal Affairs Directorate for the constituent entities of the Russian Federation follow with equal rights. In the Main Directorate of the Ministry of Internal Affairs of the Russian Federation for federal districts, from one to three employees are responsible for interaction with the media (the function of interaction with the public is the responsibility of another division)

In the Ministry of Internal Affairs, the Central Internal Affairs Directorate, the Internal Affairs Directorate for the constituent entities of the Russian Federation, there are also structural units that, in terms of management, report to their leader, and in terms of information and content, the UOS of the Ministry of Internal Affairs of the Russian Federation.

Primary level these are city, district and linear departments of internal affairs bodies. Here (with the exception of million-plus cities, large cities), the structure does not provide for press services and information and public relations units, but an employee (usually an employee of a headquarters unit) who is responsible for interacting with the media is mandatory. It should be noted that the classical functions of the press service in the internal affairs bodies are performed by units called “management, department, department, information and public relations group”. The division in its work is guided by the Constitution of the Russian Federation, generally recognized principles and norms international law, international treaties of the Russian Federation, federal constitutional laws, federal laws, decrees and orders of the President of the Russian Federation, decrees and orders of the Government of the Russian Federation, regulatory legal acts of the Ministry of Internal Affairs of Russia, these Regulations.

The structure and staffing of the Division is approved in the prescribed manner. organization of interaction of the police department with the media, public authorities, election commissions, public and religious associations, human rights organizations and citizens on issues of strengthening law and order, maintaining authority and forming an objective public assessment of the activities of the police department;

organizational support for the activities of the Public and Information Councils under the Ministry of Internal Affairs, the Central Internal Affairs Directorate, the Internal Affairs Directorate for the constituent entity of the Russian Federation;

study of public opinion on the activities of the internal affairs department of the region independently or with the involvement of other organizations;

promotion of a professional attitude to the service of the cause of law and order and the heroism of police officers, as well as active associations of internal affairs bodies in the implementation of law enforcement activities;

organizing and ensuring the interaction of the Department of Internal Affairs with the media, including by creating a regime of business partnership and mutual trust with the media in order to objectively cover the activities of the Department of Internal Affairs in them;

informing the management about the media coverage of the activities of the Department of Internal Affairs;

media monitoring in order to identify information about the activities of the internal affairs bodies, timely forecast newsworthy occasions and threats, and respond to them 14.

The above document is a model provision for a significant number of departments of internal affairs bodies responsible for information interaction with the media and the public. The Regulation is a clearly structured document that regulates all aspects of activity, which, of course, facilitates the work of regional divisions.

The difference between the standard regulation on the management of information and public relations of the internal affairs bodies is that this document defines three main audiences for the recipients of the information project:

citizens;

employees of the internal affairs bodies, military personnel of the internal troops, veterans, family members, specialists in law enforcement;

journalistic community and public associations 14.

Above, we said that public relations work in the structure of the Ministry of Internal Affairs of Russia has been carried out for quite a long time, but it is obvious that it was at the present stage that it was possible to achieve the centralization of all efforts, build an effective internal framework for this activity and, accordingly, significant progress in information work of internal affairs bodies and communication with the population. If earlier the efforts of individual employees were not united into a single system, now due to the creation of a single “think tank” and the coordination of the work of departments, both horizontally and vertically, an effective system has been formed for broadcasting the position of the Ministry of Internal Affairs of the Russian Federation on the very a wide range questions. As part of our study, we emphasize that the experience of the Public Relations Department of the Ministry of Internal Affairs of the Russian Federation can serve as a good guide in the work of the press services of various large organizations that have branches and representative offices in many subjects of the Federation.

It is also important that the UOS of the Ministry of Internal Affairs of the Russian Federation over the past 3 years has been conducting a targeted policy focused on avoiding the style of presenting information in the “criminal chronicle” format. A new goal of the UOS was the preparation of more preventive and image materials. In this regard, at the moment, the main criterion for assessing the quality of the work of the press services of the departments of the Ministry of Internal Affairs of the Russian Federation in the regions is not a quantitative, but a qualitative level of preparation of materials. In order to systematize data reflecting the state and dynamics of development of the information and propaganda work of the internal affairs bodies, reporting forms have been developed for the areas of activity of information and public relations units.

At the moment, the Ministry of Internal Affairs of Russia is not only a “supplier” of information for the media and the public, but also has its own “media resources”, the target audience of which is not only employees of internal affairs bodies, but also Russian citizens in general. In order to clearly demonstrate the variety of information products produced under the auspices of the Ministry of Internal Affairs of the Russian Federation, we list some of them - these are Internet sites, the police wave radio station (created in the mid-90s), a television studio, various printed publications: books, newspapers magazines. This work at the level of the Central Office is carried out by the “Joint Edition of the Ministry of Internal Affairs”. At the level of subjects, there are roughly similar structures, the coordination of which is carried out by public relations units. Now in the regions of Russia, departments of the Ministry of Internal Affairs produce 58 print publications, 76 television programs and 36 radio programs in various formats.

One example of how much information released on behalf of the internal affairs bodies can be in demand by the population is the Smolensk region: “The circulation of the weekly newspaper of the Internal Affairs Directorate of the Smolensk region “Channel - 02” reached 24 thousand copies, distributed not free of charge, but by subscription and in retail”37. For a correct understanding of these scales, we note that now the main socio-political newspapers of regions with average population in terms of population rarely have a circulation of more than 10,000 copies.

To understand the strategic approach of the Ministry of Internal Affairs to the implementation of information policy allows the "Concept for improving the interaction of subdivisions of the system of the Ministry of Internal Affairs of the Russian Federation with the media and public associations for 2009-2014" 61.

The priority of this document is emphasized by the fact that the concept was issued as an annex to the order of the Minister of Internal Affairs of Russia Rashid Nurgaliyev in 2009 under No. 1. Order of the Minister of Internal Affairs No. 1 of 01.01. of Internal Affairs of the Russian Federation with the Mass Media and Public Associations for 2009-2014” prescribes to continue “implementing a coordinated policy in the field of forming an objective assessment of the activities of the Ministry among citizens, improving the legal culture of society, creating a positive image of employees of internal affairs bodies and military personnel of internal affairs search for the Ministry of Internal Affairs of Russia" 61.

Note that the first such concept was adopted in 2005 and was designed for three years. The main objective of the first Concept was to recommend the Ministry of Internal Affairs in the information market of Russia as one of the priority newsmakers, therefore, in order to achieve this goal, it was extremely important to create a large number publications and permanent presence in the information space. It was the conduct of such work that allowed the Ministry of Internal Affairs to create an image of the most open department. At present, when the Ministry has gained connections and authority in the journalistic community, the second stage of work on the comprehensive promotion of the MIA brand has begun, when the problems of the quality of preparing materials and working with information technologies have come to the fore.

The concept of 2009-2014 determines the vector of development of the information work of the internal affairs bodies for a period of 5 years. Such long-term planning of work with an external audience can rarely be found among authorities and administration, which emphasizes its particular importance for the Ministry of Internal Affairs of the Russian Federation.

As the main tasks that ensure the achievement of the main goal of improving the image and increasing the authority of the Ministry among the general population, the concept of the Ministry of Internal Affairs of the Russian Federation identifies and discusses in detail the following:

  • - deeper and more comprehensive development of interaction between the internal affairs bodies and internal troops with the media;
  • - development of interaction between internal affairs bodies and internal troops with public associations;
  • - Improving the efficiency of the departmental media;
  • - improvement of organizational support for interaction with the media and public associations.

It should be noted that the Concept contains about 20 pages of a detailed technological description and recommendations, with the help of which it is necessary to seek solutions to issues in the four areas listed above 14.

We emphasize that the expected results of the implementation of the Concept, as conceived by its creators, should be:

further progressive development of interaction between departments of the Ministry of Internal Affairs of the Russian Federation with the media and public associations;

increasing the confidence of citizens in the internal affairs bodies, internal troops and government institutions in general;

expansion of mutually beneficial cooperation at a new qualitative level;

formation of modern approaches and development of mechanisms for such cooperation;

growth of social activity and sense of justice of citizens;

increasing the role of public associations in promoting law enforcement and ensuring law and order, which will ultimately ensure the successful fulfillment by the internal affairs bodies and internal troops of the tasks of observing and protecting the rights and freedoms of man and citizen, strengthening law and order in the state and society.

We emphasize that this concept, like its predecessor, is not a declaration of intent, but a guide to action for departments of internal affairs bodies involved in the development of public relations. Experts emphasize that over the recent period there has been a steady increase in the number of information materials about the activities of the Ministry of Internal Affairs in the media and, most importantly, among them there are many materials of a preventive and positive nature 14.

The holding of the annual All-Russian competition Ministry of Internal Affairs of Russia "Shield and pen"60. At this event, not only distinguished employees of information and public relations departments are awarded, but also citizen journalists who pay increased attention to the problems of protecting public order and combating crime, talk about it with the greatest objectivity and impartiality.

In the work of the competition commissions, when determining the winners in numerous nominations, considerable attention is paid to the quality and creative component of the work of journalists, original ideas and non-standard approaches to covering the work of the internal affairs bodies, materials and reports that greatest influence on public opinion and serve to build trust between the police and the public. It should be noted that the holding of such a competition at the federal and regional levels is an excellent information occasion and an event that unites all employees of this block, increases the prestige of the profession and stimulates the quality performance of their duties.

In addition, seminars-meetings of heads of press groups of internal affairs bodies of all subjects of the Federation, which are held annually in one of the regions of Russia, play a significant role in improving the professionalism of departments responsible for public relations. The format of this event is quite effective and can be used by the press services of other large interregional organizations, since in a short period (up to 3 days) you can discuss current problems, exchange views, optimize internal interaction, listen to speeches by leaders and invited experts, get acquainted with the region in which the event takes place 14.

The work of the Public Relations Department of the Ministry of Internal Affairs of the Russian Federation with the expert community, aimed at developing managerial decisions in the field of information policy, deserves special attention. This direction has been actively developed recently and has already shown its own effectiveness. For example, he actively participates in the development of the information policy of the Ministry of Internal Affairs of Russia, determining its priority goals and objectives, developing proposals for improving certain areas of information and propaganda activities and evaluating the effectiveness of their practical implementation Information Council of the Ministry of Internal Affairs of Russia 62.

In order to take into account the needs and interests of citizens more broadly, to ensure the protection of their rights and freedoms in the formation and implementation of state policy in the field of internal affairs, the Public Council under the Ministry of Internal Affairs of Russia 63 was created in the Ministry of Internal Affairs of Russia.

Also, public councils have been created under the Ministry of Internal Affairs, the Central Internal Affairs Directorate, the Internal Affairs Directorate for the constituent entities of the Russian Federation. Thus, we again come to the conclusion that the implementation of any good idea from the center directly depends on the quality of local execution.

Within the framework of the Cooperation Agreement with the Russian Orthodox Church, the Ministry conducts joint activities for the spiritual and moral education of employees of the internal affairs bodies, military personnel of the internal troops and the general public of the Russian Federation, for the prevention of juvenile delinquency. In addition, joint participation is carried out with representatives of the Russian Orthodox Church in other socially significant actions and events. We emphasize that this work in most regions is carried out by information and public relations units 64.

Currently, the UOS of the Ministry of Internal Affairs of the Russian Federation, together with representatives of the spiritual administrations of Muslims, is working to overcome radicalism and extremism, especially among young people, and to prevent conflicts on interethnic grounds. In cooperation with representatives of the Jewish regional communities of Russia, measures are being taken to prevent manifestations of xenophobia and national-religious hostility.

Thus, the central office of the Ministry of Internal Affairs pays considerable attention to the development of interaction with the widest possible range of those organizations and officials that have a significant impact on the information agenda and public opinion.

In order to improve the organization of joint work of election commissions, referendum commissions and Internal Affairs Bodies to ensure guarantees for citizens to exercise their constitutional right to participate in elections and referenda held on the territory of the Russian Federation, to comply with law and order during their conduct, an agreement was concluded on interaction with the Central Election Commission Russian Federation 65.

An Agreement was signed with the Ministry of Defense of the Russian Federation on cooperation and interaction in the information sphere, within the framework of which the Ministry of Internal Affairs of Russia, together with the Zvezda TV channel of the Federal State Unitary Enterprise Unified Television and Radio System of the Armed Forces of the Russian Federation, is actively working to objectively inform the population about the activities of internal affairs bodies and units internal troops 65.

The development of cooperation with state and public organizations, of course, strengthens the authority of the Ministry of Internal Affairs. Very often, using information methods, assistance is provided to the investigation of a particular crime (photographs of criminals who are missing are posted in the media), and crime prevention is also carried out. In particular, the technologies of the most frequently committed illegal actions are disclosed so that citizens are vigilant and do not become the object of a crime 14.

In the information work of the Ministry of Internal Affairs of Russia, other modern technologies are also actively used. One of the promising projects is the development of the law enforcement portal http://www.112.ru/, which was put into operation in 200967. This portal is an information and reference system. The Ministry of Internal Affairs of the Russian Federation is responsible for the implementation of this project. Has not been developed since 2009.

This portal will contain information about wanted persons, found children, stolen antiques, stolen cars, found passports, etc. Other useful information will be advisory. This unique resource was created, first of all, for citizens in order to ensure the convenience of obtaining up-to-date information for them. On a special map, zones serving specific units of the Ministry of Internal Affairs, up to district inspectors, will be displayed. In general, it will be a kind of "information bureau" designed to receive the services provided to citizens by the Russian law enforcement system. The appearance of this portal will not cancel the existence of official websites of ministries and departments participating in the system (12 ministries also participate in this project).

Summing up the review of the work of the press services of the internal affairs bodies, we can conclude that a clearly built information horizontal and vertical, the use of modern technologies, non-standard PR approaches - all this, together with management decisions, a system for training specialists in the field of interaction between the media and the public, made it possible ( according to irreplaceable experts) to make the Ministry of Internal Affairs of Russia one of the most open ministries and departments. This also affected the number of materials: at the end of 2014, we have more than 500,000 materials in the central and regional media about the activities of the internal affairs bodies in Russia as a whole.

Introduction

The relevance of the chosen research topic: “Public relations activities of state authorities of a constituent entity of the Russian Federation (on the example of the Ministry of Internal Affairs of the Republic of Tatarstan)” is due to the following circumstances.
Power structures and special services always have a greater degree of closeness than, for example, mass culture, which, in principle, receives income from attracting the attention of mass consciousness to itself. The Ministry of Internal Affairs, along with its closeness, also has a strong openness, since not only the highest ranks, but also ordinary police officers (who we encounter every day) are constantly in sight. Such is the dual nature of this object, which simultaneously has both open and closed zones.
Another significant feature of police officers (due to a certain mass nature of the profession) is the dependence of the status of this profession and the tasks it solves on the attitude of the mass consciousness towards them. The level of citizens' trust in police officers is the key to success in solving crimes, preventing burglaries, robberies and, in general, the work of internal organs.
The Ministry of Internal Affairs of the Republic of Tatarstan (hereinafter - the Ministry of Internal Affairs of the Republic of Tatarstan) is doing a lot to strengthen communication between the population and law enforcement agencies, while using productive constant work with the media. However, an analysis of this work carried out on the ground shows that employees of the internal affairs bodies do not fully use the possibilities of the media. Any of their speeches in the press and on television, one way or another, forms public opinion. "The latest data from sociological studies indicate that increasing the prestige of law enforcement, strengthening people's trust in those who carry it out, are today becoming one of the most important state tasks."
It is very important for law enforcement officers to have an impeccable reputation in the eyes of the public. Some time ago, we could observe an acute distrust of police officers, an unwillingness to make contact with them. But today, thanks to the work of the department of information and public relations, which are created in each regional department of internal affairs, the image of employees of law enforcement agencies is steadily growing, and the confidence of citizens is also growing.
The power structures have a very important characteristic that should increase their significance in the mass consciousness: “they always work in crisis situations, work at risk to life is the norm of this profession. Accordingly, the attention of society to this type of professionals is necessary.
Thus, we have formulated a number of characteristics that are inscribed in the image of power structures and special services:
– statehood of tasks to be solved,
- the closed nature of the work carried out,
- work in a crisis, with a risk to life.
It follows from this that the types that appear before the mass consciousness on the screen or from the pages of newspapers must, to a certain extent, correspond to these characteristics of the image. This is what the public sees as a positive, so it's better to live up to it than fight it.
The form itself already concentrates the desired set of characteristics, expressing it visually, highlighting a person of this profession in the crowd. Other chains can also be built on which the image of a police officer is based. That is, we have a rather complex object in front of us, so one of the important tasks is the coordination of information efforts.
It was the power structures and special services that were the first within our state to professionalize communications with the public, creating appropriate departments there. And this is understandable, since it is for these structures that Special attention to crisis situations, the resolution and mitigation of which becomes the main thing in their work with the public. If for another structure a crisis is an exception to the rule, then the power structures are in constant readiness to work in non-standard conditions. Work with personnel becomes an equally important task, since only specially trained specialists can withstand difficult situations.
In some cases, it is necessary to resolve such issues as “treatment of the situation” - anti-crisis PR, these are situations related to the “honor of the uniform”.
Recently, the power structures have been subjected to largely fair criticism. The emerging negative image of law enforcement agencies, of course, will require efforts to correct it. But now it will take considerable time to regain not only respect, but also self-respect of people in uniform.

Harlow tried to summarize more than five hundred definitions that have accumulated in the specialized literature since the beginning of the 20th century, and on the basis of this he proposed his own definition, covering the conceptual and operational aspects of public relations: “Public relations is a special management function designed to establish and maintain relationships, mutual understanding, mutual recognition and cooperation between the enterprise and its public; manage the process of resolving problems or disputes; assist management in studying public opinion and responding to it; define and emphasize the responsibility of management in matters of serving the public interest; help management to change effectively in accordance with the requirements of the time; act as an early warning system, helping to anticipate development trends; to use scientific methods based on ethical standards of communication as their main means.
Public relations serves many social institutions: businesses, labor unions, government agencies, voluntary associations, foundations, hospitals, educational and religious organizations. To achieve their goal, these institutions must forge strong links with various audiences and social groups: workers, members of various associations, consumers, local communities, shareholders, etc., as well as with society as a whole.
Achieving the organization's goals requires management to understand the nature of the relationships and values ​​of the people they interact with. The goals themselves are determined by the external environment. You also need technical knowledge and experience in public opinion research, social problem analysis, media relations, direct correspondence, institutional advertising, publishing materials, making films (video clips), organizing special events, preparing reports and presentations.
In helping to define and implement policy, the PR professional draws on a variety of professional communications experiences, playing an integrating role both within the organization and between the organization and the external environment.
So, there are many definitions of public relations. Basically, they are focused on a separate feature or direction of activity of specialists in the field of public relations: sales of products; the formation of public opinion desirable for a corporation, an individual institution or a politician; creating the image of a candidate for an elected position, etc. And this should not be surprising, since in practice public relations are truly comprehensive, they can be expressed in the form of lobbying, and in “kissing a baby”, and in the annual report of a corporation on its activities, and in government report on certain policy areas and much more.
However, all areas of activity are united by something in common, with which public relations specialists deal - the so-called “peermen” (from the English “public relations men”). In most cases, the peerman is involved in information work in one way or another. And the creation of information is closely related to the concept of management. From this we can conclude that, as one of its functions of public relations, it is a special information management system (including social), if management is understood as the process of creating information occasions and information by the party interested in it, the distribution of finished information products by means of communication for purposeful shaping the desired public opinion. Let us immediately emphasize that the creation of information should not be understood in a narrow, purely journalistic sense - as the preparation of correspondence.
Consider the principles and functions of public relations.
Principles. Public relations professionals are effectively intermediaries between the organization they represent and the various public groups with which the organization deals. Therefore, peers have a responsibility both to the organization on behalf of which they act, and to various public audiences. They are designed to disseminate information that allows interested groups of the population to understand the policies and activities of this organization. On the other hand, peers carefully study the public opinion of these groups, informing the leadership of the organization about it, which is obliged to listen to the moods of the population and respond to them.
Such intermediary activity, its objectively high importance in achieving mutual understanding and establishing mutually beneficial, harmonious relations between the organization and the public determine the basic principles of the activity of the Institute of Public Relations and its specialists.
These fundamental principles are formulated by the authors of the American textbook “This is P.R. The realities of public relations” by D. Newsom, A. Scott, J. Turk:
1. Public relations deals with real, not imaginary reality, with facts, not fiction. Therefore, the basis of their successful policy is absolute truthfulness, careful planning and implementation of programs, main goal which serves to satisfy the public interest.
2. Public Relations is a service-oriented profession where the public interest is more important than self-interest. In other words, Public Relations is absolutely devoted service to the public.
3. Because the peerman has a duty to reach out to the public and seek support from the organization's programs and policies, the public interest should be the primary criterion for selecting those programs and policies. Therefore, a peer man needs to be courageous not to be afraid to say no to his client or to refuse a program that misleads the public.
4. Considering that the peerman addresses various groups of the public through the mass media, which are public channels of communication by their nature, he is obliged to keep these channels clean. He must never intentionally or inadvertently mislead the media.
5. Being between the organization and the public around it, peers must be effective communicators, transmit information in both directions until mutual understanding is reached.
6. In order to facilitate communication in both directions and to be effective communicators, public relations workers must be well aware of the opinions and sentiments of various groups of the public, widely applying scientific methods of studying public opinion. The public relations system cannot be content with speculation.
7. In order to better understand the problems that concern the public of the organization and find the best ways to get out of them, public relations workers should not rely solely on intuition, they must rely on the conclusions of such social sciences, as psychology, sociology, social psychology, widely use their methodology for studying public opinion, communication processes and semantics.
8. Since many specialists are engaged in the scientific research of public relations, practitioners of this field must constantly attract and adapt to their conditions the development of related disciplines, including the theory of knowledge, human psychology, sociological, political science, economic and historical theories.
9. Public relations workers have a duty to explain to the public the essence of the problems in advance, even before they develop into a crisis. This means that peermen are called upon to sound the alarm and give timely advice so that people are not taken by surprise.
10. The activities of public relations workers should be evaluated on the basis of a single criterion - the ethics of conduct. The personality traits of a peerman are determined solely by the reputation he enjoys.
Summarizing these principles, it can be argued that the main activity of the public relations system is, firstly, ensuring the mutual benefit of the organization and the public, as well as absolute honesty and frankness of those involved in this type of management activity. Secondly, the openness of information is of particular importance for public relations. A well-known English specialist in this field, Sam Black, generally considers this principle to be decisive. “Public Relations,” he writes; is the art and science of achieving harmony through mutual understanding based on truth and full awareness. And, thirdly, it is essential for public relations to rely on the objective laws of the functioning of mass consciousness, relations between people, organizations and the public, a resolute rejection of subjectivism.
Functions. It is generally accepted that, in general, public relations perform three main functions.
1) Controlling the opinions and behavior of the public in order to meet the needs and interests, first of all, of the organization on behalf of which PR actions are carried out. This function is often criticized because in this case the organization considers the public as its victim. This situation is in many ways reminiscent of manipulating the consciousness and behavior of people in a certain direction.
2) Responding to the public, that is, the organization takes into account the events, problems or behavior of others and responds to them accordingly. In other words, in this case, the organization seeks to serve the public, considering those on whom its fate depends as its owners.
3) Achieving mutually beneficial relationships among all groups of the public associated with the organization by promoting fruitful interaction with them (including employees, customers, suppliers, production personnel, etc.). It is this function that is the foundation of the compromise model and is considered the most useful and fruitful, since the target groups of the public are considered here as partners of the organization with whom it interacts.
As a social institution, modern public relations offers organizations and the public a variety of avenues for harmonization. common interests to overcome friction and prevent unreasonable actions. Experienced public relations professionals are able to stimulate broad social thinking, helping the management of organizations to realize their social mission in society. Public relations in the Russian Federation is increasingly attracting the attention of both researchers and practitioners of management in the political, economic, social and other spheres of public life. Do not stand aside and the internal affairs bodies. Since the mid-eighties of the last century, methods

forms and technologies of organizing public relations are actively introduced into their activities, while constantly developing and improving. At the same time, this development is complex and contradictory and is associated with a number of problems, both theoretical and practical.

To date, the theoretical development of the problems of public relations of the internal affairs bodies, despite all its relevance, unfortunately, is at an early stage. The insufficient level of development of the concept of public relations of the internal affairs bodies in theory has a negative impact on the effectiveness of the activities of all services and departments of the internal affairs bodies in practice. The potential of public relations remains unused, which entails the impossibility of solving a number of tasks facing the internal affairs bodies, including the one noted by the Minister of Internal Affairs of the Russian Federation R.G. Nurgaliyev tasks "to become extremely open to society, to increase the effectiveness of social and legal services for the population, to ensure that the actions of the police are transparent, understandable to people and receive their support" .

All of the above indicates the need for further development of theoretical and methodological problems related to understanding the main aspects of public relations of the internal affairs bodies, building their holistic concept, introducing the results of scientific research into the practice of managing the internal affairs bodies in order to solve with their help the current practical problems. tasks. In this regard, the theoretical development of the problems of public relations functions of the internal affairs bodies as specific areas of activity that are directly focused on achieving the goal of the type of management activity under consideration seems to be especially relevant.

In this article, we will attempt, on the basis of a preliminary classification, to single out a number of specific areas in the activities of public relations of the Internal Affairs Directorate, as well as to reveal their direct content.

Starting the consideration of the functions of public relations of the Department of Internal Affairs, it is necessary to determine the purpose of the type of management activity under consideration. In our opinion, under the purpose of public relations of the internal affairs bodies, it is necessary to understand the special state of the system "internal affairs bodies - the public", characterized, firstly, by the harmonization of relations, expressed in the convergence of interests and positions of its elements, the removal of contradictions

and overcoming conflicts between them, and secondly, the general positive context of interaction, which consists in the mutual positive attitude of the police department and the public, expressed in approval, understanding, trust and support.

The achievement of this goal is carried out in the process of implementing the analytical-prognostic, information-communicative, organizational-technological and communicative-methodological functions of public relations of the internal affairs bodies at the consultative and executive levels of their integration into the management system of the internal affairs bodies.

At the same time, the advisory level of integration is associated with the process of preparing and making managerial decisions in the field of public relations, carried out in the course of interaction between the departments of internal affairs bodies and specialized units of information and public relations of the internal affairs bodies, the executive level of integration includes activities for the direct execution of these decisions by specialized subjects of public relations ATS.

By analyzing the functions of the departments of information and public relations of the Internal Affairs Directorate, which are reflected in regulations Ministry of Internal Affairs of Russia, as well as their synthesis with ideas about the functions of public relations of social organizations that have developed in theory today, it seems to us possible to generalize their content, while revealing it at both levels of integration.

Thus, we can note that the content of the public relations functions of the ATS at the advisory level are as follows.

The analytical and prognostic function is aimed at studying and predicting the state of the social environment for the functioning of the internal affairs bodies and its reactions to their actions. It includes the collection, analysis and generalization of information about the structure of the environment, the subjects of the public operating in it, the ongoing processes, the interests and needs of citizens in the law enforcement sphere, the level of their satisfaction and the attitude towards the internal affairs bodies, reflected in public opinion and media materials, as well as predicting, based on the obtained data, the future states of the specified environment.

The organizational and technological function is aimed at organizing specific activities for the collection, processing, storage of information about the social environment of the functioning of the internal affairs bodies and the transfer of this information to the control subsystem for use in the formation of a strategy for the development of public relations and information policy, as well as making managerial decisions in this area . It includes a set of measures and actions to organize analytical work, conduct sociological, statistical and other studies, monitor media materials, form and maintain information records and information systems, as well as holding consultation meetings of the leadership of the internal affairs bodies with representatives of the public.

The information and communication function is aimed at establishing and maintaining various channels of information exchange between the internal affairs bodies and the social environment of their functioning. It finds its expression in establishing and maintaining contacts with sociological services for the study of public opinion, as well as various subjects of the public (domestic and foreign media, state authorities and local self-government, political, public, religious entities, economic entities, etc.).

The communicative and methodological function at the advisory level consists in directly providing the leadership of the internal affairs bodies with reliable, complete and timely analytical information about the social environment of functioning, as well as advising them on the methods, techniques and technologies for implementing public relations, presenting recommendations on the development of conceptual models of cooperation and social partnership, programs, actions and campaigns.

Thus, the functions of public relations at the advisory level of their integration into the management system of the internal affairs bodies perform the role of providing management apparatuses with the necessary information about the state of the social environment of functioning in order to use it in the implementation of both intra-organizational management and management of characteristics.

At the executive level of integration into the management system of the internal affairs bodies, the content of the public relations function, in our opinion, is expressed as follows.

The analytical and prognostic function is associated with the preparation of an array of analytical data necessary to select the preferred model, strategy and tactics for carrying out a set of measures or a specific event focused on changing the characteristics of the social environment for the functioning of the internal affairs bodies. It includes the collection, analysis and generalization of data on the environment necessary for choosing the most effective form of activity, planning, organizing and conducting an event or a set of events, predicting the effectiveness of the ongoing information and communication impact.

The organizational and technological function includes cumulative measures and actions to organize and implement propaganda and outreach programs, holding press conferences, briefings, round tables, creative competitions for the best media coverage of the activities of internal affairs bodies, etc. .

The information and communication function at the considered level is expressed in the establishment and maintenance of information exchange between the internal affairs bodies and the social environment of their functioning, carried out by producing, replicating and disseminating information. It includes the implementation of business contacts with Russian and foreign journalists, film, television and video studios, the dissemination, on behalf of the leadership of the internal affairs bodies, of information in the media expressing the official position of the internal affairs bodies, as well as information about the decisions and activities of the internal affairs bodies, implementation of information support of events with the participation of the leadership of the internal affairs bodies, promotion of coverage in central,

regional and departmental mass media of events held by the internal affairs bodies, participation in the promotion of the assistance of citizens, public associations to the internal affairs bodies, etc.

The communicative and methodological function at the executive level is associated with advising other structural elements of the system of internal affairs bodies on the goals, objectives, as well as methods, techniques, technologies for implementing public relations, in order to ensure the implementation of a unified information policy. It includes organizational and methodological support for the activities of information and public relations units, as well as other units and services of the internal affairs bodies on issues of interaction with various elements of the public, the development of recommendations, teaching aids in order to increase the efficiency of the activities of the internal affairs bodies in the field of public relations, participation in the development of training programs and thematic plans for improving the skills of employees, the study and implementation of domestic and foreign best practices in the development of public relations of the internal affairs bodies and their information policy, etc. d.

Thus, the content of public relations of the internal affairs bodies at the executive level is directly related to the implementation of the decisions of the control subsystem on the transformation of the characteristics of the social environment of the functioning of the police department, which is carried out by the technological subject of public relations represented by the subsystem of information and public relations units.

In conclusion, it should be noted that the allocation of a number of functions in public relations activities, as well as their

differentiation with respect to the levels of integration into the management system is largely conditional. In practice, it is quite difficult to attribute one or another type (form) of activity in the field of public relations to a specific function or level of integration. So, for example, holding a press conference uses elements of all these functions at both levels of inclusion in the management system. The need for this event can be established when it is identified in the course of analytical work to study the characteristics of the "ATS - public" system (analytical and prognostic function at the advisory level) by monitoring media materials (organizational and technological function at the advisory level) received by the ATS on subscription (information and communication function at the advisory level), the existence of a certain problem. Information about it and the possibility of solving it by holding a press conference is transferred to the control subsystem (communicative and methodological function at the advisory level). In the event that a management decision is made to hold this event, the technological entity collects, analyzes and summarizes information on the topic of the press conference (analytical and prognostic function at the executive level). Measures are being taken to prepare and conduct it (organizational and technological function at the executive level). During the press conference, an information exchange takes place in order to provide an information and communication impact on the social environment of the functioning of the Department of Internal Affairs and solve the problem that has arisen (information and communication function at the executive level).
